Who is responsible?

Nepal has been enjoying federalism for the last one and half years. All the people had a high hope of seeing “New Nepal” as promised by the major political parties before and after the promulgation of new constitution. But, there does not seem to be seen any sign of it until now. It might be that at that time, how the “New Nepal” would like was not properly categorized or defined. Due to that reason, may be people had high expectation from the new structure, bearing in their mind that the major political parties would be sincere to them and fulfill their promises. 



Now, almost every-day, we watch, read and hear about people from every walk of life showing and expressing their grievances and dissatisfaction over the poor governance, be it at the federal, provincial and local levels. Almost all the government institutions, political institutions, educational institutions, health institutions and so on are deep in mismanagement, unprofessional conducts and other malpractices. We read and hear about the medical colleges charging enormous fees undermining the government instructions. We read and hear that the hospital administration is heavily involved in multi-million corruption cases. I don’t feel comfortable to mention about the political corruption taking place in our country time and again.

How does it look like and what does it indicate when college or university students are breaking the chairs and tables of their classrooms and padlocking their senior teachers while expressing their anger and frustration towards the mismanagement and massive irregularities taking place in their institutions? “Agitating students vandalise TMC” (THT, Sept 4, Page 3). Where are the educational institutions leading their students who are to be the sources of future human resources of the nation? Is it because of the heavy politicisation of educational institutions? Is it because of the high-handedness of the bureaucrats who seem to be affiliated with this or that party?  Having raised these concerns, I am in a dilemma, who is to blame?
