Maintaining law and order
situation in the country especially in the urban areas has been a challenging
job for the home ministry and its concerned authorities considering the
increasing number of criminal cases in the recent years. As mentioned in the
recent report, the numbers of drug addicts, rape cases and other violent cases
against women (VAW) are found alarmingly increasing threatening social harmony.
Also, the irresponsible and immoral acts of some of the security personnel, who
are supposed to punish the culprits, have made the general people more
vulnerable and culprits easily escape from such heinous crimes. The recent rape
case in Kathmandu and mishandling of this case by the security personnel made
headlines in most of the major newspapers.
The foremost job of this
government among others is to ensure the smooth flow of funds and deputation of
human resources to the local and provincial governments for their effective
implementation without wasting any more time. These governments have already
started blaming the federal government for not working as per the spirit of the
constitution that demands full operation of federal structures following the three
tiers of elections.
In the meantime, it was
encouraging to read the news “Home Administration Reform Work Plan issued”
(THT, April 3, Page 2) concerning existing law and order situation in the
country. The main task of the home ministry is to maintain peace, security,
reinforce national unity, and create social goodwill among the citizens in the
country.
