Four new minsters

PM K.P.Oli inducted for the second time four new minsters in his cabinet on Monday. Among them, 2 from his party and the other 2 from CPN-MC. Dr. Yubraj Khatiwada has been given the responsibility of Finance Minister who is known as one of the fine person with lots of experiences on designing of development programs, financial management and monetary economics. He had served as Nepal Rastra Bank governor. It is hoped with the nomination of Dr. Khatiwada as the Finance Minister that effective programs related to improving the degrading economic situation of the country will be implemented. However, he will have to become a member of the Federal Parliament within six months of being sworn in as a minister. It is yet to been as to how the Oli led government will tackle this sensitive issue.

Unification deal

The Himalayan Times 22 February 2018 Unification deal Nepal witnessed several ups and downs in its political environment in the last 67 years. The country was declared Republic in April 2008 by the first Constitutional Assembly meeting abolishing the 240 year old monarchy. The New constitution was promulgated by the second Constitutional Assembly in September 2015   and is now in full swing in its implementation soon after the completion of three tiers of elections. Local level elections were held in a gap of 20 years. Accordingly, local governments have started functioning for the last nine months despite of limited budget, human resources crunch and inadequate infrastructures. The Himalayan Times 15 February 2018 Meaningful representation The country is now on the course of constitution implementation following the successful completion of three tiers of elections. Local level governments have started their functions despite shortages of human resources and adequate infrastructure for the last nine months. Provincial governments are in the process of formation and might take full shape within a week. Likewise, the new federal government likely to be headed by K.P.Oli at the central seems to take its chair this week. EXEMPLARY DEDICATION

The Kathmandu Post 16 February 2018 EXEMPLARY DEDICATION It seems that everything is possible if there are determination, commitment and sincerity. The only thing is that it does not seem possible to find individuals having such qualities with some exceptions. Soon after the killer earthquake rocked the nation almost three years ago, thousands of people were killed and displaced. Many of them are still spending their lives under makeshift camps. Likewise, several houses in Rautahat district were destroyed by last year’s massive floods. All the victims from disadvantaged and poor communities were forced to live with much difficulty in temporary shelters.   Many individuals, several non government organizations, international organizations and donor communities came forward for rescue works and later for rehabilitation. The Himalayan Times 8 February 2018 Medical sector reforms It seems finally that the Deuba led government is serious in addressing its commitment to bring reforms in the medical education as demanded by Dr. Govind KC who has staged multiple hunger strikes in line with the recommendation made by the Kedar Bhakta Mathema High Level Commission. This government deserves appreciation for getting the bill related to National Medical Education Ordinance authenticated by the president. A bill related to this could not be passed through the then parliament due to non-cooperation from UML and CPN-MC lawmakers. IMMORAL ACTS

The Kathmandu Post 2 February 2018 IMMORAL ACTS Private medical colleges have again started flexing their muscles by asking students who have enrolled in MBBS programme to pay additional fees. It was thought that the monopoly of private medical colleges in extorting money from the students under the various covers would end when the current and the previous governments signed agreements with Dr. Govind KC, who has staged multiple hunger strike demanding reforms in medical education, to set the fee in line with the recommendations made by the Kedar Bhakta Mathema led high level commission. The government has set the fees at Rs.3.8 million for the medical colleges inside the Kathmandu Valley and Rs. 4.2 million for the colleges outside the Valley. The Himalayan Times 1 February 2018 No financial burden There are a considerable number of people in Nepal who are suffering from several kinds of non communicable diseases such as cancer, spinal injury paralysis and kidney failure. Not all of them are in a position to afford expensive treatment. The government has made some provisions for concessional treatment. Lack of awareness, unhealthy life style, deficiency in nutritious foods and consumption of contaminated foods are some of the common reasons behind the growing number of patients suffering from these diseases. The government and concerned authorities still need to be more proactive in designing action-orientated programmes to reach out to all the people suffering from these killer diseases.
