ANOTHER CHANCE
It was wonderful to go through John Narayan
Parajuli’s article at a time when Prachanda will have another opportunity to
prove that his party had fought a ten year war with the state to emancipate the
nation and its people from years of a harsh life and suppression by autocratic
regimes (“Dahal’s redemption” 3 August, Page 6). Prachanda could not
able to prove his capabilities to do so during his earlier nine month long premiership.
He failed completely to live up to public aspiration. Considering his
background, may be he was not fully politically matured to run the government.
He should have now learned his lessons and understood the democratic political
process to effectively and efficiently run the state for the next nine months.
There are, for sure, many challenges ahead
for his coalition government during this transitional phase. The most important
issue is to address the political and constitutional grievances of the
agitating forces and amend the constitution to accommodate their concerns. Unless
this problem is quickly sorted out, it may not be to hold the scheduled local
and provincial level of elections. If Prachanda fails to swiftly act on this
issue, he and his coalition government may have to face a fate similar to that of
the Oli led government. Another major task would be to quickly and effectively
implement the reconstruction programme which has remained sluggish due to an ineffective
implementation mechanism and heavy politicisation.
As Parajuly mentions in his article, time
has come for Prachanda to show his political acumen and convince the people of
his decision to withdraw support from and oust the Oli led government. He has
to be very clear about his role and responsibility and lay out a detailed plan
of actions to ensure that his nine months’ government will be the cornerstone
for him to regain his lost reputation. Otherwise, he and his party will lose
people’s trust and faith. That will be very expensive for them in the upcoming
elections. Likewise, he may not be lucky to prove his political capabilities
for the third time.
