Negligence

The delay in filling the chief positions of the key constitutional bodies for the last three/four years continue to show the gross negligence of the past and the present governments due to their self-centred political interests. The Auditor General’s Office, Financial Comptroller General’s Office, Public Service Commission, Criminal Investigation Commission, Election Commission and CIAA have been knowingly made ineffective and inefficient due to political tug of war among the Big Three for nominating the persons of their own taste. In fact, the roles of all these constitutional bodies are highly important for balancing the governance of the government’s mechanisms.

The effectiveness and efficiencies of these constitutional bodies have been more important than before for many good reasons. It is known to everybody that the Prime Minister chairs the Constitutional Council (CC) and runs it with the support of Chief Justice, Constitutional Assembly Chairperson, leader of the opposition party and ministers of the coalition partners as the members. The CC’s role is to nominate the most capable and impartial persons to these constitutional bodies but not the politically affiliated persons. However, how sad and unfortunate it is to see the role of CC being politicised for fulfilling their petty political interests. As a result, the existence and dignity of these constitutional bodies have been put in questions and severely damaged.

The Big Three parties are making these bodies political playgrounds for flexing their political muscles undermining completely the existence of the Interim Constitution and their own promises made to the people. They should rather have been more sensible and made every effort to prove their capabilities of running the country much better than pre Second Janandolan. Instead, they continue to claim for the position of CIAA’s chief, one of the powerful bodies, having in mind to nominate the persons of their own political flavour for their vestigial interest. As a result, this position is lying vacant for the last five years. What a pity?
